Черняховск унаследовал большое количество старой застройки Инстербурга, среди неисчислимых символов которого затаилось и ждёт одно здание, на взгляд Дины Леоновой лучше других выражающее дух города исторического по форме, современного по содержанию:

«Это купольное паровозное депо, так называемый «купол Шведлера» по имени его автора – выдающегося немецкого инженера. Традиционное по облику оно скрывает в себе конструкции, почти на 100 лет опередившие свой век.

Нынешнее использование под автостоянку никак не соответствует значению данного места. Превращая ненужное более депо в современный культурно-образовательный центр я продолжаю традицию поиска сверхсовременного инженерного решения и бережного отношения к наследию прошлого.

Наполняя депо комплексом современных, нужных городу сегодня функций я предлагаю создать здание-символ нового Черняховска – города, сохраняющего прошлое и устремлённого в будущее!»

Вне форумной программы был представлен проект Евгения Бедарева, превращающий купольное депо в ботанический сад. Возможно комбинирование обеих идей.
